I. Basic Situation The pilot project of modern distance education for rural party members and cadres in Honghuagang District has been fully implemented since May 2003. Up to now, 9 town-level fiber receiving stations, 26 village-level fiber receiving stations, 9 rural middle school computer rooms, 71 rural small satellite viewing points, 31 village-level ground satellite viewing points, and alleys have been built. Etiquette Middle School and Hailong Middle School realized the “Heaven and Earth Network Integration”. By April 2004, the hardware construction work for the pilot work of modern distance education for rural party members and cadres in the region had been completed. In accordance with the requirements of the Civil Affairs Bureau, the work of the district and villages in our district was completed from June this year to August 6. The district consists of 96 villages in 9 towns and 53 villages in 8 towns. After the emergency meeting of the city on August 12, the district committee organized a special person to convene the district far-reaching conference; after the meeting, the district far-school education meeting with the district party committee party school, district text and broadcasting bureau and other sites in the district to conduct inspections.
Second, the main work hardware construction carried out was further improved. All the stations in the district carefully checked the “self-inspection and evaluation index system for terminal receiving stations” provided by the central government, and checked the missing items one by one, and conducted self-examination on the computers purchased by the towns before the opening of the site in July 2003. The upgrade and replacement was completed before August 28, and 31 village-level satellite playback points were upgraded, and a computer desk was purchased and lightning protection facilities were installed.
Site management is further strengthened. Each site further regulates management in terms of system. The district distance education office will uniformly produce the upper wall for the management system of each town and village site. The District Education Bureau uniformly produced the upper wall of the management system of the small and medium-sized sites; the towns unified the production of the villages and management systems in the jurisdictions. The learning and training records were continuously improved, and the learning content was predicted in advance. The towns and villages unified the “three volumes, two books and one ambition” and gradually standardized the training of rural party members and cadres.
Learning and training is further strengthened. In order to maximize the role of distance education resources, the rural far-education work in our district is actively exploring the mode of learning, education and training around the “four services” after the completion of hardware construction. In the suburban villages, the “Branch + Distance Education + Association” model was implemented, and the suburban villages implemented the “Branch + Yuanjiao + Company Association”.

In the management of Yuanjiao village far-education, we explored the management mode of “branch + distance education + association”: that is, the branch is responsible for organizing the party members, village group cadres, council representatives, deliberative representatives, etc. , theory, regulations, etc., not less than 2 times a month, the time is generally 15 days, 30 days per month; involving rural species, aquaculture knowledge, rural market economy knowledge, etc. mainly organized by the village association, science and technology demonstration households, association members The public, etc. regularly organize learning and training from time to time, and the on-site lectures by agricultural technology cadres have further improved the effectiveness of learning and training. At present, the typical villages in the aquaculture industry include: pig breeding base in Qingjiang Village, Shenxi Town; beef cattle breeding base in Zhongshan Village, Xiangkou Town; dairy breeding base in Chengding Village, Jindingshan Town; and dairy breeding base in Xinchang Village, Hailong Town; The typical villages in the planting industry are: the lotus root planting base in Wenwu Village, Xinpu Town has reached more than 1,000 acres; the wine planting base of Qinle Village in Zhongzhuang Town.
2. In the management of distance education in the suburban villages, we explored the management mode of “branch + distance education + company association”: that is, the branch is responsible for organizing the learning theory of party members, village group cadres, company leaders, and deliberative representatives of the village. Knowledge, policies and regulations; the village branch organizes the jurisdiction of the company to establish a corporate association, the association holds a quarterly meeting in the village, led by the branch, the association is responsible for organizing the use of the far-educated staff to carry out technical knowledge training. In particular, we should provide on-the-spot training for knowledge that should be known, such as firefighting and safety; each company will report on production and sales at the association. Each enterprise invests a certain amount of management fees every year. Each enterprise invests about 1 to 2 yuan a day to establish relevant web pages at the village-level site. This not only solves the salary of managers but also helps the company to market. At present, the typical village receiving stations in the district are: Nanguan Town Hucheng Village; Pingzheng Village of Changzheng Town and Zhongzhuang Village of Zhongzhuang Town. These villages have good conditions and make full use of the company or chamber of commerce to carry out the work of distance education.
Courseware development has been further strengthened. According to the requirements of the Municipal Yuanyuan Office on the development of courseware, the principle of central resources and supplemented by local resources is the main principle. In the production of courseware in our district, first, the District Yuanzhi Office is making three feature films and strives to complete it in September. Second, in order to expand the teaching resources, the District Yuanzhi Office has ordered more than 80 VCDs in Chongqing. After preparing to burn, the towns, villages and schools will be issued. Third, the towns will combine the actual conditions of the towns and purchase CDs suitable for the town. For example, Lane Town has purchased more than 400 pieces, and Xinpu Town has made more than 120 pieces.
The construction of the management team has been further strengthened. The Provincial Yuanjiao Office has arranged 9 university students to support the distance education in our district. Each of our towns has sent a university student to specialize in distance education. At present, all towns carry out management training for managers of each site up to three times; the training content is mainly computer knowledge, network knowledge, etc., and the level of management personnel at each site is further improved.
Third, the main problems and institutions are not perfect. The towns did not establish special institutions, which caused a disconnection in management. It could not effectively guide the work of village-level sites. Problems could not be reflected and resolved in a timely manner, which restricted the in-depth development of distance education.
Lack of professionals. Modern distance education for rural party members and cadres is a highly technical job. Without qualified operation and maintenance personnel, not only can it not be taught, it can even cause hardware damage. At present, although there are 140 managers in the district, most of the site management personnel have multiple jobs and work, and they are unable to concentrate on the work of distance education. It is difficult to carry out work.
Shortage of funds. According to the budget, a town-level fiber-optic receiving station and a rural middle-school distance education satellite viewing station will cost about 10,410 yuan per year; a village-level fiber-optic receiving point and a rural small-scale distance education viewing point will cost about 6,205 yuan per year. The level of distance education play points requires an annual operating fee of 2,763 yuan. All stations in the district need only 922,200 yuan per year for operating expenses. How to guarantee this amount of money has become an urgent problem to be solved.
The teaching results are not significant. Because the teaching content of the Yuanjiao resources online is not targeted and time-sensitive, some rural party members and cadres can't sit still, can't listen, and don't want to come; the propaganda of organizing teaching is not enough, people are not familiar with distance education, and are not familiar with it. . In particular, China’s small sites built on the National Education System have not done enough to organize rural party members and cadres. How to achieve “two integrations and two promotion”, how to make farmers learn practical and applicable agricultural technologies to be further studied .
