According to the archives requirements of the “Regulations on the Collection and Management of Party Fees Collection of Grassroots Party Organizations in the Districts in 2004”, the Party Committee of the Streets has instructed the special personnel to conduct self-examination of the collection of party fees in 2003 and 2004. The report is as follows:
I. The overall situation of the collection and management of party fees
Judging from the overall situation of the collection and management of party fees in our street, most grassroots party organizations can attach importance to the collection and management of party fees, implement special personnel, and be able to collect them in strict accordance with relevant regulations, so that the collection of party fees has gradually embarked on the track of standardized management.
Second, problems in the management of collection of party fees
First, some grassroots party organizations are not timely and proactive in collecting party fees. After the retreat of the retired party members returned to the community, the organization concept was weak, and they did not participate in the activities in time. They did not pay the party fees in time. Some retired party members with fixed income paid insufficient party fees, which affected the management of party fees for grassroots party organizations. In addition, some laid-off workers and party members have resistance in their minds, are unwilling to participate in the activities of community party organizations, and are even less willing to pay party fees. Some mobile party members go out to work and cannot pay party fees on time.
Second, there is a situation in which party fees are paid across quarters and across years.
Third, the per capita payment of party fees has decreased from the previous year.
Third, the cause of the problem
First, individual grassroots party organizations have paid insufficient attention to the collection of party fees. The education of party members is not strong enough, causing some party members to have a low level of understanding. The concept of retired party members, laid-off workers, and mobile party members has weakened, which has brought certain difficulties to the collection of party fees, resulting in insufficient time for individual grassroots party organizations to collect party fees. Active, there is a cross-quarter turnaround.
Second, the annual payment of party fees and the increase in the number of laid-off workers and party members have resulted in a decline in the per capita payment of party fees. When the office was established in 2002, all the work was in its infancy, and the various systems were still not perfect. The system was not implemented. As a result, the party’s fee of 986.6 yuan in 2002 was only paid to the party committee and party account in 2003. The total party fee reflected in the party and party account of the 2003 District Party Committee was 3815.8 yuan, and the per capita payment of party fees was 20.63 yuan. 3815.8 yuan includes the party fee of 986.6 yuan in 2002 and the party fee of 2829.2 yuan in 2003. In fact, the per capita payment of party fees in 2003 was 15.3 yuan. However, the per capita payment of party fees in 2004 was 12.2 yuan, still lower than in 2003. One of the reasons: Due to the transfer of 45 laid-off workers and party members and 10 demobilized soldiers from the second light, economy, trade and supply system to the community party organizations, each person only pays a monthly fee of 0.2 yuan. The second reason: some retired people with fixed income Because we do not have a grasp of their wages and incomes, party members only collect them according to their subscription status.
