The collection, management and use of party fees is an important task in the construction of the party's grassroots organizations and the construction of party members. It is an important part of strengthening the education and management of party members. In order to strengthen the party's discipline, the party members' concept of party spirit is being strengthened. In order to maintain the foundation of the advanced nature of Party members, according to the spirit of the [2004] No. 52 archives, we have conducted a serious self-examination of the collection, management and use of party fees in the past two years. The situation is as follows:
I. Strictly implement the collection standard of party fees In order to strictly control the payment base of party members' party fees, the street party work committee designated special personnel to conduct serious statistics on the situation of fixed-income party members, and calculate the monthly value according to the proportion of different base payments. That is, according to the monthly salary income of less than 400 yuan, pay 0.5% of the monthly salary income; 400 yuan to 600 yuan, pay 1%; 600 yuan to 800 yuan, pay 1.5%; 800 yuan to 1,500 yuan Those who pay 2%; those who pay more than 1,500 yuan pay 3%; for the party members who are adjusted for wages, they can follow the actual re-calculation standard of the month when the wages are adjusted. Under normal circumstances, they can pay the party fees in a voluntary, timely and full amount. The scale of the collection can also be strictly enforced at the time of collection. The collected party fees can also be turned over to the higher party organizations in time.
Second, adhere to the principles and requirements of party fee management. Collection of party fees. We always insist that the party committee office is responsible for unified management, and that comrades with principles, strong sense of responsibility, and serious and responsible work are responsible for party fee management. Implement special accounting and management, open an account and deposit it, and deposit it into China Construction Bank as required. The interest rate of party fees can be regarded as part of the party’s fee income, and it is not used for other purposes. In the past two years, there has been no misappropriation of party fees or investment in party expenses other than purchasing treasury bills. Both the collection and use can adhere to the corresponding principles and systems.
Third, strict use of party fees and examination and approval system
In the past two years, in terms of the use of party fees, we have been able to adhere to the principle of overall arrangement, balance of expenditure, balance of payments, and a slight balance, so that we can use the plan and save money. In the use of party fees, strictly in accordance with the scope of use of party fees: 1. training party members; 2. subscribing or purchasing newspapers, materials, and equipment for party members' education; 3. commending advanced grassroots party organizations, outstanding party members, and outstanding party work. 4; Party members who have difficulties in living. As of the end of November 2003, the total party income was 10078.56 yuan, the total expenditure was 6,298 yuan, the actual balance was 3,780.56 yuan, and the accumulated balance was 16,538.60 yuan. In December 2003, China Supervision was ordered 14 1528.80, and "Contemporary Shaanxi" was 3,684.00 yuan. From December 2003 to May 8, 2004, the actual income was 5641.30 yuan, the expenditure was 5212.80 yuan, the balance was 428.50 yuan, and the accumulated balance was 16967.10 yuan. Due to the change in the work of collecting party comrades, the Party Working Committee of the Streets checked the accounts and handed over under the supervision of the Deputy Secretary of the Party Working Committee.
Through the self-inspection of the collection and use of party fees in 2003-2004, no violations of the rules and principles were found.
