According to the unified arrangement of the Municipal Language Committee, the Office is based on the "National General Languages ​​and Characters Law of the People's Republic of China", the "Regulations on the Use of Chinese Characters in Publications", and the words on social use in Chengdu. The laws and regulations governing the Interim Provisions, etc., have mainly done the following aspects in the management and supervision of the use of the language and characters of the motherland in the press and publication industry. First, the security system is mainly protected in terms of ideological understanding, organizational structure, and work funding. First of all, the Party Group of our bureau has incorporated the work of regulating the use of language and characters into the construction of the spiritual civilization of the organs and the construction of standardized service-oriented government. It requires all personnel to use Mandarin in official activities, and to emphasize the standardization of word use in official document writing. At the same time, in order to strengthen the leadership of the language and writing work, we set up a bureau leading group for language and writing, with the director as the team leader, and established a specific office, responsible for the day-to-day management of the overall language and text work. This work has been done not only with leadership, but also with a dedicated department to coordinate. The training costs and working expenses required for carrying out this work are guaranteed by the bureau’s finances. Second, grasp the implementation of the system in the bureau system and improve the "General Rules for the Handling of Official Documents of the Chengdu Press and Publication Bureau" to standardize the handling of official documents, and to supervise and implement the work of standardized service-oriented government construction carried out this year. For the industry, the "Working System for Newspaper Readers" and the "Working System for Quality Management Liaisons for Newspapers and Periodicals" were formulated. The newspaper reviewers and the newspapers and magazines' quality management liaisons hired by the bureau are classified and managed, and the division of labor is responsible for the responsibility. For each reviewer, he has purchased more than 30 kinds of authoritative language and textbooks and related newspapers and magazines. The city's 28 municipal newspapers and periodicals and more than 160 newspaper-type internal data editing departments have formulated a series of practical and effective measures in the standard language and language, and have entered the implementation stage. Our bureau has undertaken the task of conducting industry management on 28 publicly-published newspapers and magazines and more than 160 kinds of internal materials. Over the years, we have always used the correct use of language and standardized use of Chinese characters as one of the daily management of newspapers and periodicals, and formed a system for reviewing and submitting samples and samples of newspapers and periodicals. At the same time, we have also stepped up the daily review and examination of newspapers and periodicals from the implementation of the "National Common Language and Character Law". At the beginning of each year, we put forward arrangements for the interpretation of the language and texts and requirements of the year. Innovate and adjust the method of review and the form of review, focusing on timeliness, pertinence and effectiveness. The scope of the review includes both city-level newspapers and periodicals, as well as district and county newspapers; both comprehensive newspapers and periodicals, as well as professional and corporate newspapers. So far, we have compiled more than 160 issues of the newspaper review. Comprehensive quality evaluation of the city-level newspapers and periodicals, district and county newspapers, newspaper-type internal data, and rating according to the evaluation results. For high-quality newspapers and periodicals, the newspapers and periodicals that have been rated as three levels for two consecutive times are ordered to suspend their publications. After they have passed the inspection, they can be published normally. The newspapers and magazines with unqualified quality will be closed and their registration will be revoked. This event has been held for seven sessions, which has greatly promoted the improvement of the language editing standards of newspapers and periodicals. In the city, the "readers have prizes to catch mistakes" activities. The letter received by the event covered 31 provinces, municipalities and autonomous regions except the Taiwan Province, and there were 1374 readers who only participated in the city-level newspapers. Readers from all walks of life not only carefully reviewed and repeatedly scrutinized the texts and sentences of the newspapers, but also fully affirmed the activities and believed that "this activity is far-reaching and can better inherit and promote the excellent culture of the motherland." It is recommended that "this activity will continue in the long run." Many newspapers and magazines have been deeply touched. They actively organize editors to learn the quality management knowledge of newspapers and periodicals, analyze the causes of erroneous texts, and hold symposiums of award-winning readers to further listen to the valuable opinions of readers, continuously improve their work, and make the newspaper language of our city. The quality of text editing is even higher. Carry out special evaluation of the quality of newspapers and periodicals. In accordance with the "Rules for the Identification of Errors in the Compilation of Newspaper Quality and Quality", the Bureau conducts special reviews on the words, words, grammar, punctuation, digits and units of measurement of newspapers and periodicals. The newspapers and magazines that meet the standards will be commended, and newspapers and periodicals that fail to meet the standards will be notified and criticized, and administrative penalties will be imposed on newspapers and magazines with particularly serious errors. At present, most city-level newspapers and district/county newspapers report that they meet or are close to a standard of no more than three-tenths of a grammatical error, and some journals meet or are close to a standard of no more than one-tenth of a grammatical error. Grasping Business Training In the practice of grasping the standardization of language and characters, we deeply feel that only by strengthening learning and training, and constantly improving the quality of employees, can we consolidate the effectiveness of language and writing work and improve the overall standard of the news publishing industry. The content of civil servant training, whether the Mandarin is qualified as a reference condition for civil servant recruitment. In the daily work, the bureau has also invited experts and professors to the Office to conduct training on Mandarin and national civil servants' behavioral norms, and to regulate the language and behavior of public servants. In April this year, the general civil servants were organized to participate in the civil service Mandarin level test. Among the 44 civil servants in the overall situation, a total of 34 people participated in the test, all of which reached the third-grade level A and above. The test pass rate reached 100%, and the compliance rate of the organs reached 89%. The language and language ability test for newspaper practitioners is tested on the ability of municipal newspapers and periodicals, district and county newspaper leaders, editors, and newspaper quality management liaisons to standardize language and characters. According to the test results, targeted training measures are taken. This event has been held more than 10 times so far. This self-examination of the city's language and language assessment is a good opportunity for the bureau to do a good job in the press and publication work. Improving the standard of language and writing is undoubtedly an opportunity and promotion. Although we have started from the needs of the development of the industry and combined with the state's requirements for the standardization of language and characters, there are still some shortcomings.
