I. Work throughout the year

Arrange the implementation of the target responsibility. At the beginning of the year, the Rural Human Resources Development Office signed a responsibility system with 20 guarantee offices; formulated the task decomposition, target responsibility system and implementation plan for 3,400 people in the XX annual transfer training, and approved the approval of the deputy head of the district, and implemented it for 7 units. Strengthen daily supervision and service work to ensure the successful completion of target responsibilities. I will take the lead, under the leadership of the district government, organize financial, auditing, and poverty alleviation, implement the follow-up lecture system for the training of the seven project implementation units, strengthen the trace management supervision of the project implementation unit, and supervise and inspect the management services; Relevant to the spirit of the archives, actively coordinate the various departments, timely resolve the allocation of training funds for the implementing units, and ensure that the implementing units carry out the transfer training in a stable and orderly manner. By the end of September, the 400-person training transfer task of the demonstration base project and the large-scale poverty alleviation The 3,000-person training transfer task has been successfully completed.

Coordinate relevant departments and complete project acceptance assessment. From September 21st to 29th, I will take the lead and organize relevant departments such as finance, auditing and poverty alleviation to conduct acceptance assessment of the seven project implementation units. The assessment program conducts the acceptance assessment of each project implementation unit in three steps: (1) listening to the report, (2) consulting the materials, and (3) feedback. Complete the declaration of the “Sunshine Project” project; according to the city arrangement, the relevant regulations of the establishment of the Rural People Resources Development Promotion Association and other related materials preparations were drawn up. (3) Complete the relevant work arranged by the higher authorities on time and in quality. First, according to the arrangement of the city, a statistical survey was conducted on the workers who obtained the vocational qualification certificates in our district. By coordinating nearly ten departments including agriculture, education, coal, economy and trade, safety supervision, and city-enterprise associations, the statistics were carried out. The number of migrant workers returned to our hometown was 1459, accounting for 1.8% of the 78,636 migrant workers in and outside the province. According to the investigation, most returning migrant workers return home because of visits to the elderly, marriage, agricultural income and other reasons. A small number of migrant workers who have stopped production due to business suspension and return to their hometowns will continue to go out to work next year. The financial crisis is correct. The impact of migrant workers in our district is not outstanding.

Information disclosure and e-government construction proceed in an orderly manner. In order to protect citizens, legal persons and other organizations from obtaining government information according to law, improve the transparency of government work, promote administration according to law, and give full play to the role of government information in the production, life and economic and social activities of the people, I have sent special personnel to participate in information disclosure training. Study, in accordance with the information disclosure regulations, timely publicize and update my work information.

In order to improve the efficiency of government office, the spirit of paperless office is realized. This year, I sent two staff members to participate in the training of e-government to ensure the normal operation of e-government next year.

The construction of the Human Resources Office has been continuously strengthened. Since I started a single office in April, I have drawn up the office work system and the work system of my office in Kunming; conscientiously organize and study, implement the spirit of the relevant archives of the province, city and district, and constantly improve the politics, business and thinking of the cadres and employees of this department. Quality, establish a sound departmental job function; actively develop departmental business, initially formed a daily work, project implementation, tracking rights protection services, training transfer organization, information dissemination, network platform construction and other working mechanisms.
Second, the existing problems

1. Migrant workers have greater mobility, local financial difficulties, insufficient funding, restricting the government's service management of rural surplus labor transfer training; lack of sound policy support measures, and effective management of migrant workers' service management has not yet been established. Management mechanism; cross-regional coordination and cooperation between the export destination and the input destination needs to be further expanded and strengthened.

2. Established the Rural Human Resources Promotion Association of the District. According to the assessment requirements of the city, the county will set up a rural human resources promotion meeting this year. The material preparation work is basically ready, and the district committee needs to study and decide.

3. Since the Human Resources Development Office has been listed in the list according to the leadership arrangements in April, it is difficult to carry out the work because there is no means of transportation. The district government is requested to help solve the vehicle preparation.

Third, the next step is to work

1. Actively coordinate relevant departments, strengthen inspection, guidance, and acceptance of project implementation units that undertake training tasks to ensure the smooth completion of training programs.

2. Actively prepare and improve the relevant work of the Rural Human Resources Development Promotion Association of the ** District.

3. Collect, organize, and release employment information, and prepare for orderly output.

4. Strengthen the construction of the external liaison mechanism and coordinate relevant departments to do a good job in safeguarding the rights of migrant workers.

5. Conduct research on the living conditions of rural left-behind groups and migrant workers.

6. In response to the impact of the financial crisis on the Chinese economy, the investigation work will be strengthened early next year to make greater contributions to the output of the labor force in our district.

7. In view of the fact that the pattern of rural labor transfer is mainly driven by people, the system of commendation of the rural labor force “workers” and “starting stars” has been established.

8. Strengthen self-construction in accordance with relevant urban requirements. Establish and improve the government information disclosure website; basically form an e-government office; strengthen routine work such as file management.
