It is understood that the current "Electricity Law of the People's Republic of China" was adopted on April 1, 1996 by the 17th meeting of the Standing Committee of the Eighth National People's Congress on December 28, 1995. Its promulgation plays a role in safeguarding and promoting the development of the electric power industry, safeguarding the legitimate rights and interests of electric power investors, operators and users, and ensuring the safe operation of electric power.

Stealing problem

China's current power laws and regulations have provisions on electricity theft: Article 31 of the Regulations on Power Supply and Use stipulates that “theft of electricity shall be prohibited. Customer defaults on electricity bills

In accordance with the traditional electricity supply and electricity billing mode, our power supply companies pay the money first, which determines the operational risks that the power supply company must face in its operation – the electricity customers are in arrears. The default of the customer's electricity bill is not only the most difficult problem of the grassroots power supply, but also the most difficult problem for the entire power supply company. In this way, how to protect our power supply companies is a crucial issue.

According to the regulations, the power supply enterprise must sign a power supply contract before powering the customer. After the power supply company establishes a power supply relationship with the power supply enterprise, it has the right to use electricity and should bear the obligation to pay the electricity fee. Article 33, paragraph 3 of the Electricity Law clearly stipulates: “Users shall record according to the electricity price and electricity metering device approved by the state, and pay the electricity fee on time.” However, in actual work, because we are agricultural power, customers It is far away from the store, and it is not convenient to pay. In addition, some customers have a weak sense of payment and fail to fulfill their payment obligations. From November 7 to November 19, more than ten days, with the support of our marketing colleagues, we scanned a total of 471 economic contracts, including 280 low-voltage electricity supply contracts and 36 high-voltage electricity supply contracts. , 97 sales and purchase contracts, 46 engineering contracts, 11 technical contracts and 1 contract. But I still feel very happy, because after all, this is my first job, the first job that makes me feel fulfilled every day, the first job that allows me to have a goal every day. The substation attendant works while taking time to be our instructor. The content of this intensive training is different from that of Guangdong Power Grid Corporation and the Bureau. The main purpose of our visit is to master the basic knowledge of substation. Due to the small class training and the impact of the substation's on-site environment, we learned very fast. After clarifying the names and locations of the various devices, we have a general understanding of the operation of the substation system, and also laid a foundation for the next training. The substation also attaches great importance to our training. The training plan was established early and combined with the training table of Hengli Station. The duty officer is classifying us according to this training schedule. Our training is strictly in accordance with the regulations of the substation.
