I. Internship purpose

This is a comprehensive technical exercise internship on environmental protection that I completed at the xx County Environmental Protection Bureau. Its purpose is to consolidate and apply the professional knowledge acquired, to participate in practical work, to understand and master the basic knowledge of environmental protection, and to exercise the practical ability to analyze problems and solve problems.

1. Strengthen urban environmental management and strictly control the dust pollution and noise pollution of the county. It is required to implement closed construction in urban construction sites. It is strictly forbidden to bring sludge and loess out of the construction site, and dust control measures should be taken in the white ash dumping site. In order to prevent noise pollution of motor vehicles, motor vehicles are banned in Nanjie, Beijie and Renmin Roads of the county. In Mingqu District, there are 3 supervisors who patrol frequently. Especially during the “two exams”, we issued more than 230 notices on strengthening environmental noise management during the two exams to various body stores, dance halls, music cafes and construction units in the city. They define their working time, define the noise control area, organize manpower, and conduct uninterrupted inspections to ensure a quiet and comfortable learning and test environment for candidates.

2. Collecting sewage charges according to law and exerting the role of sewage charges to promote governance. In response to the consultation fees in previous years, the issue of sewage charges is not in place. This year we insisted on the work of "finding the ground, negotiating the team, and levying a fixed amount", and changing the negotiated fees to a fixed fee. In order to ensure that the sewage charges are levied on time and in full, we have implemented the “five-one-one-one-responsibility system” for the environmental supervision personnel to set posts, set tasks, set personnel, set time, set the proportion of rewards and punishments, and lead the total trays. , clear the task. In the process of expropriation, strict discipline and strict standards have been applied to “a policy box and a ruler quantity”, which basically reached the “legal, comprehensive and full” collection. Up to now, a total of 390,000 yuan of sewage charges have been collected, accounting for the total task. 97.5%, completed the 190 households, and is expected to overfulfill the charging task by the end of the year.

3. Strengthen the standardization of law enforcement and further implement the law enforcement responsibility system. We have assigned two comrades to participate in the city's legal study training class. Two comrades have conducted professional training in the provincial and municipal bureaus, organized three environmental protection knowledge exchange activities in the bureau, and paid attention to supervising the cadres and workers. Ordinary business learning, and strive to build a strong environmental protection law enforcement team. In order to standardize law enforcement behaviors, this year, we comprehensively promoted administrative affairs openness, raised more than 6,000 yuan, produced two government affairs open cards, announced the people's most concerned fees and charges, and put the various systems one by one on the wall, consciously accepting public supervision. . It is stipulated that staff members must demonstrate law enforcement in law enforcement work, civilized law enforcement, and do not engage in unconventional work. The Bureau of Standardized Law Enforcement Leading Group conducts irregular supervision and inspection of staff enforcement, effectively eliminating loopholes that may arise during the enforcement process.

4. Strengthen law enforcement inspections and adhere to administration according to law. Implement pollution source classification management, check the key supervision units once a month, and check the non-key supervision units at least once a quarter. The inspection methods are mainly based on surprise inspections. This year, a total of 70 enterprises were inspected, and the “two health” special actions in the province were carried out. In the case of two enterprises, the deadline for remediation was put forward, and one small steel-making enterprise was shut down, and one “soil refining” furnace was banned. A total of 368 law enforcement inspections were carried out throughout the year, and 3 environmental violations were investigated and fined 15,000. yuan.

5. Strengthen the supervision and management of drinking water sources in urban areas. According to the water source zoning report, the “Measures for the Administration of Drinking Water Sources in Bayan County” was revised and submitted to the county government for implementation. The special personnel were dispatched from the bureau to the drinking water sources of Songhua River. The district carried out regular inspections, investigated and dealt with three incidents of laundry and drinking livestock directly in the river, and criticized and educated relevant personnel. We also coordinated the municipal environmental monitoring station to monitor the drinking water quality of the county town for two times, and urged the relevant units to take some measures to prevent water pollution.

6. Strengthen on-site supervision, inspection and treatment of pollution sources, and conduct a random inspection of 36 heating boilers. The units that operate abnormally in environmental protection facilities will be rectified within a time limit, and 6 rectification notices will be issued. All of them will be implemented and 80,000 yuan will be invested to complete the Qingcheng 3# community. Heating station, county hospital boiler deadline treatment project 2; coordination of oil units closed oil abandoned wells 7; transfer of 10 staff, lasted more than 4 months, the county's enterprises, institutions and the tertiary industry 906 sewage The unit carried out the declaration and registration of sewage discharge, and conducted investigations on the types, quantities and concentrations of pollutants, and established a more detailed data file. The discharge registration rate was 100%; the county's funds for environmental control were about 70 million yuan. The environmental protection investment index is 0.9‰.

7. Increase the environmental management of construction projects. Continue to implement the environmental pre-examination system and move forward the procedures for environmental protection review. The construction projects must be approved by the environmental protection department before the project is established. The implementation of this work system has enabled the environmental protection review to take the initiative and effectively prevent some heavy pollution projects. Construction started. In addition, according to the list of construction projects, we will keep abreast of the dynamics of new, expanded and rebuilt projects, actively participate in the management work, and achieve “three differents of tracking” in the work, that is, no EIA is not allowed to establish projects, no formalities are allowed to start, no The standards are not allowed to be accepted, and the environmental protection measures for construction projects and the implementation of environmental protection facilities are tracked and inspected throughout the whole period. 9 projects have been accepted for acceptance throughout the year, and the completion rate of construction projects is 100%. The EIA coordinated the environmental impact assessment of large-scale construction projects such as the North District Heating Station and the Sugawara Daylily Processing Plant. All the 89 new, expanded and rebuilt projects in the county were evaluated for environmental impact, and the implementation rate of the EIA reached 100%.

The task of environmental publicity and education has been fully implemented.

1. Reporting 31 pieces of environmental protection government information to the provinces and cities, county TV stations broadcasting 3 times of news videos, 2 drafts of radio, and completing 27 copies of the China Environmental News.

2. Extensively carry out environmental protection publicity and education activities among the public by brushing slogans, running newspapers, and issuing leaflets. According to statistics, this year, the county has written more than 30 various environmental protection propaganda slogans, hanging 21 banners, printing 60,000 copies of flyers, playing environmental education warning specials 8 times, holding various consultation activities 5 times, consulting people 3.5 More than 10,000 people.

3. During the “6.5” World Environment Day, a large-scale centralized publicity and education activities were carried out. 4. Actively carry out the "Four-Five" legal education activities and successfully pass the city and county acceptance. 5. Actively carry out the “double green” establishment activities. In order to gradually establish a green community, a green school, and a beautiful environment, the township and township work has gradually embarked on a standardized and institutionalized track. We have formulated the “Implementation Plan for Establishing Green Schools, Green Communities, and Beautiful Environments and Townships.” This year, 9 schools including Maling Middle School were identified. To build a green school that is up to standard, the residential area in the North District will be established as a green community, and 6 towns and towns such as Chicheng will be established as a beautiful town. In order to promote the smooth progress of this work, the bureau will establish a green standard in the case of financial constraints. 6. Promote “green identification”. This year, we have implemented green identification as a new work measure for the environmental protection department to serve the rural economic construction, and coordinated with relevant departments to pay attention to the construction of the Bayan pollution-free rice production base and assisted in the completion of the Bayan pollution-free rice base. In the identification work, Bayan County was identified as a national-level pollution-free rice production base.

The total control target has been implemented

Combined with the adjustment of the industrial structure of the county, at the beginning of the year, we implemented quantitative management of pollutant discharge units as indicators for decomposing pollutants at different levels, and regularly tracked and checked the discharge of pollutants, and urged the pollutant discharge units to take preventive measures to improve the level of pollution prevention and control. The 17 domestic brick and tile factories are the main producers of so2 and soot. We strictly control the type of coal burning, provide technical guidance, reduce energy consumption, reduce the amount of pollutants, and ensure that the company does not increase pollution. The supervisors have in-depth inspection and guidance on the site. 32 people. 2 is to start from the source, fully promote the use of clean energy (type coal, liquefied gas), 80% of coal-fired users in the county use Huating coal with medium to low sulfur, and about 60% of the catering industry uses petroleum liquefied gas. Completed one biogas demonstration site and more than 200 biogas users. According to preliminary estimates, the annual emissions of sulfur dioxide, soot, chemical oxygen demand, and industrial solid waste are all within the control indicators.

Third, the internship experience

Since this is my first internship , there is no accumulation of internship methods and investigation techniques. Therefore, in this internship , I feel that I have learned a lot and paid more attention to some past methods.

The first is the method of comparison. Many things can only be positively investigated to know what it is, but without comparison with the past, we are still unable to understand its development trend. I think the ultimate goal of the survey should be to predict the future and serve the actual situation. To predict the future, we must grasp the development trend. If some problems are not compared with the past, it is impossible for us to recognize the problem. We will only think that the situation is still very good and will continue to be good, so that the management problem is inadvertently ignored. It is. And sometimes, contrast will help us find the crux of things faster. When we look at the problem alone, we may be puzzling, but when we compare several issues and several situations and compare them, we may soon find a breakthrough.

The other is the means of interview. In many cases, we like to check the information ourselves. However, the information in the text is lagging behind, and the personal views of ordinary people are hard to find. The interviews are not only direct and fast, but also get the information close to life. In particular, when you want to understand the opinions of local residents, you can't get the information you need by checking the information. In short, I believe that an investigation without an interview cannot be counted as a true investigation.

IV. Internship outlook

Although the actual skills and knowledge I have learned in this internship are not many, I understand a lot of truths. I finally understand how the Chinese environment has been destroyed.
