In order to comprehensively ensure the safety of this trip, prevent the occurrence of tourism safety accidents, ensure the personal and property safety of the faculty and staff members during the trip, ensure the success of the tourism industry, and actively respond to possible safety incidents in a timely, efficient and orderly manner. Organize emergency rescue work to minimize personal safety and property damage. In accordance with the laws and regulations concerning tourism safety management, combined with the specific conditions of our school's tourism, this plan was formulated.
First, the guiding ideology adheres to the principle of "safety first, prevention first", adheres to the principle of "people-oriented, unified leadership, hierarchical management, who is responsible for", and conscientiously implements the responsibility system for safety posts. It is necessary to focus on safety precautions such as fire prevention, burglary prevention, disaster prevention, traffic accident prevention, food poisoning prevention, and public emergencies as main contents, plugging loopholes, eliminating hidden dangers, and preventing travel safety accidents.
Second, the organization and responsibilities

2. Rescue Working Group and its responsibilities 1 On-site command team: The on-site command team of the school tourism safety leading group should rush to the scene at the first time after the accident, fully grasp the accident dynamics, formulate specific rescue plans, initiate emergency plans, coordinate command and rescue .
2 Medical ambulance group: After the accident of the school medical staff, under the leadership of the school safety leading group, the school medical staff will form an on-site rescue team to ensure sufficient oxygen cylinders, equipped with necessary ambulance equipment, and provide first-aid for the general wounded on site; In case of problems, solve problems in time, organize and coordinate referrals.
3 Material security and service group: The General Affairs Office and the School Office are responsible for the supply of emergency relief supplies. According to the designated rescue plan, the ambulance equipment and materials are arranged, and the emergency funds needed to handle the accident are timely allocated to the life support of all faculty and staff; There are plenty of food and daily necessities.
Third, the travel schedule and personnel status:
1. Schedule:
On September 10th at 4:40 pm by train - September 11 at 6:30 am to Hailar
On September 11th, the event took place in Hailar, and arrived at Manzhouli by car at noon.
On September 12, I visited the country gate, visited Hulun Lake, returned to Hailar by car at noon, and returned to Jilin City at 6 pm.
Arrive at Jilin City at 8 am on September 13 and end the pleasant journey.
2. Personnel:
The whole school participated in a total of 268 people and divided into six groups. Each group had one tour guide and one middle-level leading cadre was responsible for management.
Fourth, the requirements:
1. Hold a tourism safety work conference and announce the establishment of a school tourism safety leading group.
2. Unify thinking and unified understanding, emphasizing that faculty and staff in all grades should obey the command and not act alone.
3. Leaders above the middle level carefully study the school travel safety plan and master the treatment methods.
4. Accidents will be reported in a timely manner.
Fifth, the content. After the accident, the head of the department should:
Traffic accident
1. Immediately organize rescue. In the event of a casualty in a traffic accident, immediately notify the school doctor, call 120 emergency number, and report to the school safety leadership team. Organize on-site personnel to quickly rescue injured members, especially those who are seriously injured. If you cannot rescue on the spot, you should immediately send the wounded to the nearest hospital.
2. Protect the scene and report the case immediately. After the accident, every effort should be made to protect the scene and report the case as soon as possible. Reported to the police station 110 or the traffic accident 122 alarm station, requesting to send personnel to the scene to investigate and deal with.
Public security accident
1. Protect the personal and property safety of members. Report to the leadership team and call 110.
2. Stabilize the emotions of relevant personnel.
3. Assist the leader in doing the aftermath. Prepare the necessary certificates, materials, and deal with the aftermath.
Fire accident
1, immediately alarm
2. Quickly inform the team leader and the whole group of tourists;
3. Cooperate with the staff to evacuate tourists through safe exits quickly and orderly;
4, guide self-rescue: a, do not use the elevator; b, if the clothes on the fire, you can roll on the spot or use heavy clothing to suppress the fire-fighting seedlings; c, must pass through the thick smoke area, wrap the body with soaked clothes, use Wet towels licking the nose and mouth, close to the ground and crawling along the wall; d, when the fire can not escape, the wet clothes, the quilt block the door seam or splash water to cool down, waiting for rescue; e, shaking the colorful clothing calls for rescue workers;
5. Assist in dealing with the aftermath. The injured should be organized immediately; if there is a serious injury, they should be sent to the hospital promptly.
Food poisoning
1. Try to induce vomiting and let food poisoners drink plenty of water to speed up excretion and relieve toxicity;
2. Immediately send the patient to the hospital for rescue, and ask the doctor to issue a diagnosis certificate.
