I. Guiding ideology and working principles

The various conflicts and disputes caused by the prevention and disposal of the education system and the mass incidents caused by the unstable factors should be guided by Deng Xiaoping Theory, the "xxxx" important thinking and the scientific development concept. Follow the "prevention-oriented" policy and adhere to the "prevention." Third, the division of responsibilities

Fourth, monitoring and early warning

Information monitoring and reporting

1. The relevant departments of the Municipal Education Bureau conscientiously implement the relevant provisions of the Municipal Party Committee, the Municipal Government and relevant departments on strengthening government duty and information reporting, strengthening the duty system, implementing monitoring personnel, improving the monitoring network, and collecting possible mass incidents. Early warning

1. The staff of the Municipal Education Bureau shall report to the city's emergency command center if they receive reports of major group and sudden incidents and report to the main leaders and supervisors of the bureau or the leaders of the bureaus. 2. The proposal is reported to the City Board of Education.

3. The Municipal Education Bureau analyzes the monitored early warning information in a timely manner and reports to the Municipal Emergency Command Center. The public information release will be released by the spokesperson after the approval of the leadership of the bureau.

4. After the release of the early warning information, the Municipal Education Bureau, the District Education Bureaus, the Public Service Bureaus of the New Districts, and the relevant schools shall make arrangements according to the early warning level in accordance with the precautions and promptly take actions to prevent the occurrence or further expansion of the incident.

V. On-site disposal

In the event of a mass incident, the relevant leaders of the Municipal Education Bureau and the responsible person of the relevant department should rush to the scene within 30 minutes after receiving the report, and if necessary, set up an on-site command department to assist the public security departments and other departments in conducting warnings, controlling the scene, evacuating the rescue and other basic disposal. Work; collect on-site dynamic information and report to the relevant departments such as the Municipal Emergency Command Center. Units involved in the handling of incidents must share information, coordinate operations, and efficiently link.

At the scene of handling mass incidents, the leaders of the Municipal Education Bureau and relevant responsible comrades must face-to-face to do the work of the people, listen carefully to the opinions of the people, accurately judge the nature and development trend of mass incidents, control the situation, grasp the scale, and pay attention to strategies and methods. The camera takes measures to calm the situation as soon as possible. If the requirements put forward by the people are in compliance with laws, regulations and policies, the attitude of solving the problem shall be indicated on the spot; if it is not clear on the spot, the relevant departments or units shall be instructed to study and solve within a time limit; the people may be infringed upon due to mistakes in decision-making or ineffective work. After the scene of the mass incident has subsided, the problems that the relevant units and schools have promised to solve on the spot must be resolved as soon as possible, and no false promises or long delays may be made. We must resolutely avoid violating commitments and losing faith in the people, and reinitiating the phenomenon of mass incidents.

For those who violate the Law of the People's Republic of China on Public Security Administration Punishment in mass incidents, the public security organs shall impose penalties in accordance with the relevant provisions of the Public Security Administration Punishment Law; if the circumstances are minor and do not require legal accountability, they may be punished or criticized for education. If the circumstances are serious and constitute a crime, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law. If party members and cadres, teachers, and other illegal participation groups in this system are required to be investigated for party discipline and political discipline, they shall notify their units or their superior authorities for handling.

Relevant units coordinate protection. The municipal and district education departments should contact and coordinate with the departments of stability, comprehensive management, public security and other departments to make various emergency plans and establish a network of contacts to ensure that the consequences of emergencies are minimized.

All colleges and universities, district education departments, and all directly affiliated schools must also designate special personnel to be responsible for emergency liaison and coordination work, and set up emergency response work teams to make emergency drills according to the plan.

Seven, the supplementary

This plan is to guide the municipal colleges, municipalities, district education departments, schools, 15 to develop the basic framework of the unit's emergency plan.
