Second, emergency communication:

When dealing with accidents, all personnel involved in emergency rescue should keep communication open. If the signal is unstable or interrupted, they should immediately contact the commander by using the fixed telephone or mobile phone in the factory, and clearly indicate the location.

Third, the accident handling plan:

<1> Emergency treatment of gas poisoning accidents

1. When a gas leak occurs and the person is poisoned, the guardian should evacuate the poisoned person to the air circulation area as soon as possible, and immediately report the rescue command leader, the gas station, and the general adjustment.

2. Untie the clothes and belts that poison the breathing and blood circulation, and raise the shoulders by 10~15 cm, so that the head is tilted as far as possible, and the face is turned to one side to facilitate the smooth passage of the respiratory tract.

3. Slight poisoning: Give spontaneous oxygen and force oxygen if necessary.

4. Moderate poisoning: Give spontaneous oxygen, and if necessary, force oxygen supply and send it to hospital for treatment.

5. Severe severe poisoning: Give spontaneous oxygen inhalation, if necessary, cooperate with the implementation of external cardiac massage, and immediately sent to the hospital for treatment.

Precautions:

1. If the poisoned person has left the gas danger zone and the gas guard and rescue device have not arrived, move the poisoned person to a ventilated place for artificial respiration until the protective instrument arrives at the scene.

2. Patients should not be sent to a distant hospital before they are regained consciousness. They should be treated at the nearest hospital. Oxygen is always supplied on the way to the hospital and is monitored by medical staff.

<2> Emergency treatment of gas fire accidents

1. In the event of a gas fire accident, the production site operator shall immediately report to the rescue command leader and the gas station, and notify the general dispatching arrangement that the security department personnel rush to the scene to alert the scene, evacuate the site personnel, prevent idlers from entering the project, and prevent poisoning accidents. occur.

2. If the fire is small and the fire is not big, it can be directly extinguished with yellow sand, wet grass bag and co2 fire extinguisher. When the gas pipe with diameter less than or equal to 100mm is on fire, the valve can be closed directly to stop the fire.

3. If the fire is large, it is difficult to extinguish the fire with the above method.

4. When the gas pipeline with diameter greater than 100mm is on fire, the gas pressure should be gradually reduced. A large amount of steam and nitrogen should be introduced, and fire-fighting equipment should be used to extinguish the fire. The gas pressure should not be less than 100pa. It is strictly forbidden to close the valve suddenly or urgently to prevent tempering and explosion. .

5. After the fire is extinguished, it is necessary to prevent gas poisoning caused by gas spillage.

<3> Emergency treatment of gas explosion accidents

1. In the event of a gas explosion accident, the dispatch on duty should report to the general adjustment immediately, request instructions, and notify the gas protection station.

2. Check the number of relevant positions and confirm the loss, casualties.

3. The source of the gas should be cut off immediately at the scene of the explosion, and a large amount of steam and nitrogen should be introduced to prevent tempering and explosion. And protect the scene.

<4> Emergency plan for gas pipeline damage and leakage accident

1. The pipeline is damaged, but the gas is not ignited.

If the gas pipeline is damaged and a gas leak occurs, the discoverer should immediately notify the leader of the rescue headquarters, and at the same time evacuate the surrounding and lower vent personnel and monitor the site. No personnel are allowed to enter the area.

After receiving the alarm, the rescue command should immediately notify the steelmaking and continuous casting sections to close the ladle and the package toast, and notify the gas protection station.

When it is confirmed that the gas points have been closed, the gas equipment maintenance personnel should immediately close the main butterfly valve, then close the glass valve and open the release valve.

Immediately after closing the glasses valve, a nitrogen purge should be applied to the valve of the main pipe. Under the command of the personnel of the gas protection station, the relevant procedures can be carried out before the repair of the gas pipe damage point can be carried out.

2, the pipeline is damaged, the gas has been ignited

If the gas pipeline is found to be damaged and is burning, the discoverer should immediately notify the rescue command leader, and at the same time evacuate the surrounding personnel in an emergency and monitor the site. No personnel are allowed to enter the area.

After receiving the alarm, the rescue command should immediately notify the steelmaking and continuous casting sections to close the ladle and the package toast, and notify the gas protection station.

When it is confirmed that the gas points have been closed, the gas equipment maintenance personnel should immediately open the various discharge valves. When it is confirmed that the release valve is open, the nitrogen is connected to the main pipe for purging, keeping the pipeline at positive pressure. State, and gradually close the branch pipe, close the butterfly valve, but do not shut down, as the nitrogen continues to purge, the ignition point will slowly extinguish.

After the ignition source is extinguished, slowly close the branch butterfly valve and then close the branch glasses valve.

After closing the two valves of the branch pipe, continue to purge with nitrogen for fifteen minutes. Under the command of the personnel of the gas protection station, after the relevant procedures are completed, the repair work of the gas pipeline damage point can be performed.

Precautions:

When purging the pipeline with nitrogen, it must be confirmed that each of the relief valves has been opened because the pressure of nitrogen is 6 kg and the gas pipeline is unbearable.
