Three stories about the system

The first story: During the Second World War, the passing rate of the US Air Force parachute was 99.9%, which means that one of every thousand parachuting soldiers would be killed because of the unqualified parachute. The military requires manufacturers to pass the pass rate to 100%. The person in charge of the factory said that they did their best, and 99.9% was the limit unless there was a miracle. Therefore, the military changed the inspection system, randomly picking out a few from the parachute for each delivery, and let the person in charge of the factory personally parachute detection. Since then, the miracle has appeared, and the pass rate of the parachute has reached 100%.

The second story: After the British turned Australia into a colony, because the land was sparsely populated and undeveloped, the British government encouraged the nationals to immigrate to Australia, but at that time Australia was very backward and no one wanted to go. The British government came up with a way to send criminals to Australia. This solves the problem of overcrowding in the British prisons on the one hand, and solves the labor problem in Australia on the other. On the other hand, they think that the bad guys are sent away and the UK will become better.

The British government hires private vessels to transport prisoners, pays for the number of people on board, and makes more money to make more money. Soon the government found that there are big drawbacks in this way, that is, the mortality rate of criminals is very high, on average more than 10%, and the death rate of the most serious ship has reached a staggering 37%. Government officials have racked their brains to reduce the mortality rate of criminals during transportation, including sending officials to board the ship, limiting the number of shipments, etc., but they can't do it.

In the end, they finally found a way to do it once and for all, that is, to change the payment method: from the number of people on board the ship to the number of people who disembarked. Shipowners can only earn shipping costs if they are sent to Australia alive. As soon as the new policy came out, the death rate of criminals dropped to about 1%, and even the shipowners were equipped with doctors on board to improve their survival rate.

The third story: It is about a Japanese high-class hotel. The standard for checking whether the toilet is clean is that the cleaner himself takes a drink from the toilet. Imagine how clean such a toilet would be.

Reflection: A good system can suppress people's bad thoughts, and a bad system will make people's good wishes go through the wall. Establishing a system that links results and personal responsibilities and interests can solve many social problems.
